Miley Cyrus appeared in a black top and skirt by Emilio Pucci at the premiere of "The Hunger Games". The first thing that comes to my mind at the sight of a gypsy girl is Miley because of her skirt and I think that open shoulders look very simple and require more thought-out dress up.
What do you guys think it Hot or Not?
